                  New Security Directive Affects Non-U.S. Origin Cargo


                  The U.S. Transportation Security Administration (TSA) has issued a new Security Directive effective 1700 GMT March 10, 2011. This Directive mandates changes in security measures applicable to cargo shipments originating, transiting, or transferring at all non-U.S. locations.


                  Continental Airlines Cargo continues to accept cargo from all our customers as we work with the TSA to validate the impact and ramifications of this Directive.


                  Compliance with the new Directive requires carriers to determine whether the forwarder/
                  consolidator’s customer has had an established account with the forwarder for at least one
                  year. Forwarders are required to attest to this relationship by submitting the following revised
                  MAWB statement:


                  “All shipments tendered on this Master Air Waybill were received from persons having an established account for at least one year with a physical shipping address and a payment, invoice, or credit history of at least one year.”


                  When possible, this statement should accompany the shipment at time of tender. The statement may be written on the air waybill or other shipment documentation or may be included on a separate document. The version of the MAWB Acceptance Statement required by previous Directives is no longer valid or required.


                  Separate security measures apply to shipments tendered by regulated agents who provide the statement above, and to cargo from unregulated agents or agents who do not provide the statement. United Cargo will continue to accept cargo tendered both with and without this statement, and will apply the appropriate security protocols.

                  Entry Rules To Argentina With Pets

                  Admission of pets into Argentina     



                  The requirements to be fulfilled to get dogs and cats into Argentina are the following: 


                  1. Complete information on the owner:
                     • first and last name;
                     • country of origin or departure;
                     • countries in transit (if any);
                     • address.
                  2. Information about the animal:
                     • breed – sex;
                     • birth date – size;
                     • weight–fur color;
                     • particular signs.
                  3. Vaccination certificate against rabies for animals over 3 months old. 
                  For animals under 3 months old or that are coming from a country free from rabies and/or where anti–rabies vaccination is prohibited, this situation has to be stated on the certificate issued by the official sanitary authority. 
                  4. Zoosanitary certificate issued by the official sanitary authority of the country of origin that should state:
                     • that the animal prior to leaving the country had no signs of any infectious–contagious or parasite disease, characteristic of the species.
                     • if the animal is coming from countries that declare before the International Office of Epizooties (O.I.E.) the presence of African equine pest or Valle del Riff fever, shall certificate that in the area of origin, or where the animal is coming from, and in an area within fifty (50) kilometers of such, there have been no reports of those diseases in the last 12 months or that during that period the animal has not been taken to the affected regions. 
                  5. Quarantine: the animals that fulfill the mentioned requirements will not undergo an import quarantine; if there is a suspicion of infectious–contagious, zoonotic or high risk diseases the SENASA (Servicio Nacional de Sanidad Animal) (National Office of Animal Sanitation) will decide on the means to assure the animal’s isolation and the corresponding sanitary measures.

                  Rules for Flying With a Service Dog

                  Here are some of the old and new rules as well as progress in animal relief areas that is currently worth mention.  As ones that used to travel with a service animal, this topic is very close to our heart, and that said, we hope that if you do travel with an animal that you have trained yourself, as we did, that you do so responsibly.  

                  Existing Rules:  
                  • Airlines can not ask passengers what their disability is, but they can ask what the service animal does for the individual, which will briefly touch on that person's special needs (and therefore eluding to their disability).
                  • Airlines are required to provide service animal relief areas and must cooperate with airport operators to make these areas accessible and readily available for both arriving and connecting passengers.
                  •  TSA will expedite passengers to and from outdoor relief areas if they are on the other side of security and a passenger needs to relieve the service animal during a connecting flight.

                  Newest Rule: 
                  •  Passengers traveling with "emotional support animals" (which are not currently defined the same as a service animal) must give the airline 48 hours advance notice and provide a letter of verification and special need from their doctor.

                  International Rules: 
                  Many countries have very strict rules regarding animals and traveling with pets, and no matter what the laws are in the US, as well as no matter whether the new 382 ruling requires their airlines to comply with the rules, if the country's existing laws prohibit animals in some way, they prohibit US travelers with service animals as well and are awarded a "conflict of law waiver" in regard to following 382. Of note, the Philippines, Jamaica, and Mexico have already received their conflict of law waivers, and do not, nor likely will soon, allow service animals into their countries.

                  Costa Rica Import Permit

                  Most of the government offices in Costa Rica close for the week between Christmas and New Years and many take an extended vacation beginning the 18th of December and not ending until after the 3rd of January.


                  If you are trying to import a pet you will find that this rule applies to you and the offices that you need to be opened to facilitate your need for an import permit. While some offices will be opened on a skeleton crew they will not be issuing import permits during this time and will only resume this practice after the 3rd of January.


                  Pets can still leave the country but should not try to enter the country by the proper means or they risk being held by the customs officials for an unlimited period of time.

                  Airline Animal Incident Reports


                  Please note that the data for each airline does not necessarily indicate the quality of service that it provides, because the number of animals transported by each airline varies widely.  For example, Continental Airlines, which transports numerous pets, has emphasized that incident reports are filed for less than 0.05% of the pets that it transports.  Further, Southwest Airlines until recently did not transport pets (in contrast to service animals, as required by law), and no reports have been filed by Southwest to date. http://www.thirdamendment.com/animals.html

                  The reports essentially give pet owners information they can use to decide how to and whether to travel with animals.

                  Such statistics to someone who has lost a beloved pet is like quoting similar data on the safe transport of unaccompanied minors to the caregiver of a child who is lost en route.









                  Consider all the options before you decide to put your pet on an airplane. Here are some general guidelines:
                   


                  Ask your veterinarian if your pet is healthy enough to fly safely, as well as what precautions you should take. Compile specific questions about feeding.

                  Experts advise that puppies and kittens, sick animals, animals in heat, and frail or pregnant animals should not travel by air, and that "pug-nosed" animals should not fly in an aircraft's cargo area.
                  The American Humane Association recommends that pet owners do not sedate animals prior to air travel: "Whether flying in the cabin or with cargo, animals are exposed to increased altitude pressures of approximately 8,000 feet. Increased altitude ... can create respiratory and cardiovascular problems for dogs and cats who are sedated or tranquilized."

                  Despite marketing claims to the contrary, the Agriculture Department states there are no USDA-approved transport kennels. USDA suggests you select a container that is "put together securely" (e.g., with locking bolts); contains metal doors rather than plastic, especially those fastened by four metal rods; and offers a "strong and effective" door lock mechanism.

                  Make sure the container is the proper size. Also, note that many airlines will not accept a container with wheels. There are many other considerations concerning containers, so visit the sites linked at left to learn more. ( i.e  Pet Travel Agency )

                  Properly label all containers and make sure your pet has identification, such as a collar, ID tag, and/or microchip. Affix a photo to the container in case the animal escapes.

                  Acclimate the animal to the container prior to the day of travel.

                  International air travel can be quite complex. As the USDA states: "Each country has their own set of rules, some simple, some complex, and some require quarantine."

                  Book as early as possible, since some airlines limit the number of animals onboard each flight. Reconfirm prior to departure.

                  Always choose non-stops over connecting flights whenever possible. 
                   
                  Consider the time of year and the time of day, particularly midday flights in the summer and late night flights in the winter, and how extreme temperatures might affect your pet. Some airlines impose embargoes at certain destinations and/or during certain times, or when ground temperatures exceed specified limitations.

                  The bottom line: There are dozens of restrictions and caveats about transporting pets by air, and all sorts of embargoes on specific destinations as well as certain times of the year. In addition, space is limited and usually subject to a first-come reservation basis. So never make a booking until you're clear what the rules are for that airline.

                  The requirements:
                  Traveling with a cat or dog is now much easier with the new EU pet passport available from any veterinarian in Europe. The national authorities in every EU country are responsible for issuing the passport to the vets . All cats and dogs must have a passport containing details of a valid rabies vaccination. Until the end of 2011, Ireland, Malta, Sweden and the United Kingdom also require proof that the vaccination has been effective.

                  In addition, and also until the end of 2011, treatment for ticks and tapeworm is required for entry into Ireland, Malta and the United Kingdom. Finland and Sweden require a tapeworm treatment.
                  An animal has to be identified by an electronic microchip. A clearly readable tattoo is also acceptable until 3 July 2011, except if you are taking your animal to Ireland, Malta and the United Kingdom where a microchip is already required.
                  Young pets which cannot be vaccinated yet may be allowed to travel without vaccination on the conditions defined by each Member State.
                  For the entry of animals into Ireland, Sweden, Malta or the United Kingdom, antibody titration (a test to see if the vaccine has been effective) needs to be carried out after the vaccination.
                  The EU pet passport has been designed to last for the lifetime of the animal bearing it. When travelling, the pet owner must ensure that the rabies vaccination in the passport is valid or renew the pet's vaccination.
                  Some Member States might also choose to include additional information in the passport about other vaccinations and the animal's medical history to make veterinary checks easier, but this additional information is not required by EU law.
                  The EU pet passport makes veterinary checks easier and make life easier for travelling pet owners, since there is one single system that applies for all EU countries (with some temporary exceptions for the UK, Ireland, Malta and Sweden).

                  If you are travelling to or from one of the neighboring countries where the rabies status matches that of the EU. This includes: Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland and the Vatican City State.

                  Import A Pet to Peru

                  Peru requires that all incoming pets be equipped with a microchip for identification purposes.

                  Vaccinations

                  For dogs, the Peruvian government requires vaccinations for distemper, hepatitis, parvo virus, carre disease, leptospirosis, (DHLPP) corona virus, parainfluenza and rabies. For cats, the vaccinations include feline vioral rhinotracheitis, calicivirus, panleukopenia (FVRCP) as well as rabies. Other animals also need special vaccines.

                  International Health Certificate

                  Obtain an international health certificate. All countries have some form of certificate for pet travel. The certificate proves ownership of the animal and provides evidence of all vaccinations and microchip status. It also confirms that the pet is free of disease at the time of issue. Ideally this certificate should be obtained within 30 days of departure.

                  Endorsement Forms

                  If raveling from the United States to Peru with a pet, your international health certificate must be endorsed by the USDA (United States Department of Agriculture Animal and Plant Inspection Services). Locate the nearest USDA endorsement office and send in all your forms. This should include the microchip implantation record, vaccine certificates and the international health certificate. The USDA will return a formal endorsement certificate.

                  FEES

                  The last stage of entry to Peru with a pet takes place when you arrive. If your pet is transported in a cargo hold, you pass through immigration control on your own and then get your pet at baggage claim. Once you have your pet with you, go to the Peruvian customs station. You must present your certificates here and pay a fee. As of February 2010, the fee was 106.60 Nuevos Soles. This comes out to roughly $35.image

                  If you experience this kind of problem with your airline, you may want to deal with it by lodging a complaint with the airline or to one of the authorities that oversee air transportation.
                  Whenever you can identify a problem on the spot, your best option will usually be to bring it to the airline's attention and give them a chance to resolve the issue. If you are at the airport, then contact the airline's customer service representatives, a manager, or some other employee who has the authority to immediately take care of your problem. If you are in flight, then contact the head flight attendant.

                  Bringing Pets to Tanzania

                  To import dogs and cats an  health and vaccination certificates are required. 

                  Dogs and cats should be vaccinated for rabies at least 1 month and not more than 3 years prior to their entry into Tanzania. 

                  An import permit should be obtained by sending a letter of request to the Director of Veterinary Services in Tanzania, Ministry of Water and Livestock Development . In this letter the applicant should state, Type/Breed of pet, age, port of entry in Tanzania and attach vaccination certificates.


                  The following vaccinations are recommended: 


                  DHLP: Distemper, Hepatitis, Leptospirosis and Parvo.

                  Puppies should be vaccinated when they are five to seven weeks old with repeat vaccinations two weeks and six weeks later.  The rabies vaccination should be administered with the third vaccination.


                  Vaccination for worms 


                  Vaccination for worms should be done every three months or the pets may be given worm tablets every 45 days.

                   If applicant has hosts in Tanzania, it is helpful if they make a follow up of the application and collect the permit on behalf

                  Imported animals are subject to examination by a veterinarian at the port of entry and subject to quarantine if need be. 
                  If you want to take your pet back with you obtain an export permit.
